BRUSSELS, Oct. 2 (Xinhua) -- The Netherlands is calling on all European Union (EU) members to put aside 3 percent of their gross national product in a joint response to the financial crisis, Radio Netherlands reported on Thursday.

    The Netherlands proposes that all EU members reserve emergency funds for the rescue of crippled financial institutions.

    Dutch Prime Minister Jan Peter Balkenende is scheduled to travel to France on Thursday to discuss the proposal with French President Nicolas Sarkozy, whose country currently holds the EU rotating presidency, the report said.

    If adopted, the plan could gather a total of 350 billion euros (483 billion U.S. dollars), which the Netherlands believes would be enough to prevent the collapse of financial institutions across Europe.

    Under the plan, member states could decide by themselves how the money should be spent.

    The emergency funds can be used to help banks or to guarantee savings in a coordinated manner, the Netherlands says.

    To placate skeptics of a centralized approach to the funds, Balkenende is expected to stress that the national governments would have the final say on the use of the funds instead of the European Union, while the European Commission, the EU's executive arm, can play a coordinating role.

    According to Dutch daily Financieele Dagblad, the French are interested in the Netherlands' proposal. But German Chancellor Angela Merkel opposes a joint EU rescue fund.

    The Hague put forward the plan following the partial nationalization of Belgian-Dutch banking and insurance group Fortis early Monday. The Dutch, Belgian and Luxembourg governments jointly injected 11.2 billion euros into the biggest bank and private employer in Belgium.

    A day later, Belgium, France and Luxembourg went to the aid of French-Belgian bank Dexia.

    The correspondent for the British Broadcasting Corporation (BBC) in Iran, Jon Leyne, has been ordered to leave the country within 24 hours, Iran's Fars news agency reported Sunday.

    Leyne was expelled under the charges of, among other things, making fabricated news reports and supporting rioters, Fars said.

    The two news outlets sought to stir up ethnic discord across Iran in the hope of fomenting the country's disintegration, Press TV quoted Iran's Foreign Ministry spokesman Hassan Qashqavi as saying on Saturday.

    Since disputes broke out after Iran's June 12 presidential election, the Western governments have been demanding Iran to allow peaceful protests and ensure a fair result.

    On June 13, Iran's Interior Minister Sadeq Mahsouli announced Ahmadinejad won 62.63 percent of the total ballots on June 12, while his main rival Mir-Hossein Mousavi got 33.75 percent.

    After the official declaration, Mousavi protested "strongly" the "obvious" violations in Iran's presidential election. He also appealed to the Guardian Council for a cancellation of the election result.

    Mousavi's supporters have participated in massive rallies in Tehran and other cities over the past days.

    Press TV reported on Sunday that thirteen people were killed in clashes between Iranian police and "terrorist groups" on Saturday as unrest hit Tehran amid disputes over the recent presidential election.

    Press TV said "rioters" set two gas stations on fire and attacked a military post.

    However, Iran's state television said Sunday that 10 people were killed and more than 100 others were wounded during the unrest in Tehran on Saturday.

    The official IRNA news agency reported on Sunday that Iranian President Mahmoud Ahmadinejad has urged the United States and Britain to stop intervening in its domestic affairs as the country has been hit by post-election unrest.

    Addressing a group of clerics on Saturday evening, Ahmadinejad "urged Western states, particularly the United States and Britain, to change their policies of intervening in Iran's domestic affairs," IRNA said.

    "Condemning interference of certain foreign states in Iran's domestic affairs, the president reiterated that the Iranian nation would not consider such governments as its own friends," IRNA reported.

    Iran's Supreme Leader Ayatollah Ali Khamenei on Friday accused some Western countries and media of trying to create political rift and social chaos in Iran by discrediting the "victorious" election.

World Bank: Much at Stake at Climate Conference

The World Bank says tough decisions lie ahead at the upcoming U.N. Climate Change Conference in Durban, South Africa. A top bank official says nations need to decide on a long-term strategy.

Andrew Steer, the World Bank’s Special Envoy on Climate Change, says there are two big issues that will dominate the conference, known as COP 17. The first is what to do after the Kyoto Protocol expires next year. The protocol is linked to the U.N. Framework Convention on Climate Change that sets targets for reducing greenhouse gas emissions.

Steer said, “The stakes are high. This is a decade when action is absolutely central and yet it’s also a decade in which obviously the economic conditions are not conducive to breakthrough, if you like.”

It’s not clear what will follow the Kyoto Protocol.

“But what really does matter,” he said, “is that Durban agrees on a process by which countries in the near future sit down and ask themselves: Are we doing enough?”

The second major issue is funding. How do you pay for climate change projects when countries are cutting spending in response to the global economic crisis?

More than 130 countries have now asked the World Bank for help in dealing with climate change.

“Climate change is already threatening development progress. Already today, we’re seeing the impacts of climate change in several of our client countries,” he said.

Africa centric

Steer said agriculture is the area most threatened by climate change, with the potential to dramatically reduce yields. At the same time, agriculture is one of the biggest contributors to rising temperatures.

“If you add the direct greenhouse gases from agriculture, which account for about 14 percent of the total greenhouse gas emissions – if you add to that the impact of agriculture on deforestation, probably over 20 percent of greenhouse gas emissions are due to agriculture,coach outlet,” he said

The World Bank special envoy said South Africa and the African Union hope to make the climate conference Africa centric.

“It would mean that the psychology of Africa towards climate change could be changed with regard, for example, to energy access. Our view and I think the view of the host is that actually climate change needs to accelerate those people getting electricity in their houses. Why? The U.N. Climate Change Conference runs from November 29th through December 9th.

"Those who have been clearly identified as aggressors are being questioned by the security service and it is possible that they will be prosecuted," he said.

As international condemnation mounts, there is also some criticism at home of how the raid was carried out. Newspaper columnists and some members of the opposition questioned the legality of the operation, and whether the flotilla could have been intercepted without using force.

But overall Israelis express overwhelming support for the raid. Many have little sympathy for those in the Gaza Strip, where militants have been firing rockets at Israel for several years. Some believe that lifting the blockade would be opening the door to a flow of weapons that would be used to attack Israelis.

On Jerusalem's busy Ben Yehuda Street, a man says the Israeli military acted in the interest of protecting its citizens when it intercepted the flotilla. He says it was the right thing to do because there simply was no other choice.

Another man says he has doubts about the methods the commandos used, and worries about the raid's effects on Israel's image overseas. "In general, it was the right thing to do, but not in the way it was done," he said.

Israel has begun moving cargo from the aid flotilla to the Gaza Strip after inspecting it.

Egypt announced it is temporarily lifting the blockade it has been enforcing, along with Israel, on the Gaza Strip.

Tensions remained high along Israel's border with Gaza, where the Israeli military says gunfire erupted after militants crossed the border from Gaza into Israel and opened fire at soldiers.

NEW YORK – The global economy is at a crossroads as the major emerging markets (and developing countries more broadly) become systemically important, both for macroeconomic and financial stability and in their impact on other economies, including the advanced countries.

Consider, for example, what has occurred over the past 20 years in the United States. Some parts of the tradable sector (finance, insurance, and computer systems design) grew in value added and employment, while others (electronics and cars) grew in value added but declined in employment, as lower value-added jobs moved offshore. The net effect was negligible employment growth in the tradable sector.

The US economy did not have a conspicuous unemployment problem until the crisis of 2008 because the non-tradable sector absorbed the bulk of the expanding labor force. That pace of employment growth now appears unsustainable. Government and health care alone accounted for almost 40% of the net increment in employment in the entire economy from 1990 to 2008. Fiscal weakness, a resetting of real-estate values, and lower consumption all point to the potential for long-term structural unemployment.

One response is to assert that market outcomes always make everyone better off in the long run. But that is not supported by theory or experience. In the US, for example, while many goods and services are less expensive than they would be if the country were walled off from the global economy,バーバリー, we cannot assume that these cost savings necessarily compensate for diminished employment opportunities. People might trade away cheaper goods for assurances that a wide range of productive and rewarding employment options would be available,rolex, now and in the future.

A second response is to acknowledge the distributional implications, but to accept them as the price of efficiency and openness. According to this view, the alternative – not having an efficient market system operating in a relatively open global economy – would be far worse.

There probably are real choices to be made between income levels and distribution, on the one hand, and the range of employment opportunities on the other. It is not realistic to define the challenge as resisting or overriding the powerful market forces operating in the global economy. Rather, the challenge is how best to shift incentives at the margin in order to improve the distributional effects.

There are several dimensions on which action can be taken. On the supply side of the economy, the state can invest or coinvest with the private sector in physical capital (infrastructure), institutions, human capital, and the knowledge and technology underpinnings of the economy. These investments generally have the effect (in advanced and developing countries alike) of raising the return to private investment, causing the latter to expand in scale and scope, lifting employment along with it. Reforming the tax system to favor investment and eliminate complexity and inefficiency would help.

High value-added, higher-paying jobs, especially in the tradable sector, generally require highly educated people. Of course, more and better education does not by itself guarantee that the number of such jobs is significantly expandable, given the scope of the tradable sector. But more scientific and engineering degrees might promote job growth and – together with some public-sector investment in promising technologies – it might also expand the scope of the tradable sector as well.

That said,louis vuitton pas cher, private incentives and social objectives are not perfectly aligned. Nor are they are diametrically opposed either. Multinational firms have access to abundant global supplies of relatively low-cost labor in multiple skill categories, so there is not much payoff to investments that increase labor productivity in high-income countries’ tradable sectors. Public-sector co-investment properly targeted, however, could shift these incentives by lowering the cost of private technology investment.

Similarly, investment in infrastructure would directly add employment and improve competitiveness and efficiency in a wide range of sectors. Given the difficult current fiscal situation, public-private joint ventures should be explored here too, building on a large body of experience with growth-supporting infrastructure investment in developing countries.

Restoring elements of manufacturing competitiveness is hard. Long-term policy should include an evolving assessment of competitive strength and employment potential across sectors and at all levels of human capital, with the goal of encouraging market outcomes that achieve social objectives.

Most countries invest public resources in assets that have the effect of increasing their human capital and technological base, and thus their competitiveness. That will and should continue. It is a benign form of global competition that increases productivity everywhere, provided that the markets for final and intermediate goods and services remain open.

If a relatively open global system is to survive in a world where nation states are the principle decision makers, it will have to be managed and guided not just to achieve efficiency and stability (important as these goals are), but also to ensure that its benefits are distributed equitably between and within countries.

If employment in advanced countries like the US recovers strongly along with growth, political support for an open global economy will be easier to sustain. But, given adverse trends in the tradable sector and the non-tradable sector’s exhaustion as a source of job creation, a more likely scenario is that unemployment remains stubbornly high, despite a return of normal growth. In that case, politics will become divisive and polarized, and the inclination toward protectionist “solutions” will increase, jeopardizing global economic openness.

It is not a good idea to assume that markets will solve these distributional problems by themselves; the evolution of structure and the income distribution are largely the result of market incentives. All countries, advanced and emerging, have to address issues of inclusiveness, distribution, and equity as part of the core of their growth and development strategies.

The late Paul Samuelson once said that every good cause is worth some inefficiency. Morally, pragmatically, and politically, he was right.
